On 12/09, the Department of Information and Communications celebrated an opening ceremony for the India - Vietnam high quality ICT human resource center (India-Vietnam ARC-ICT). The project has total investment of more than VND 57 billion, including the nonrefundable grant of Indian Government of VND 46 billion.
